Support for the social protection system to be inclusive for children with disabilities

With the support of UNICEF, as part of the disability assessment reform based on the biopsychosocial model (rooted in the human rights approach), and in partnership with the Ministry of Health and Social Welfare, ASET Center will continue to strengthen the capacities of disability assessment commissions for all 12 regions across the country.

This time, particular attention has been given to the implementation of the biopsychosocial assessment for children, as it is necessary to work closely with multidisciplinary commissions on how to approach the child and their family during the process to ensure it is as child-friendly, interactive, and collaborative with parents as possible, while prioritizing the child’s best interest. Additionally, there will be more discussions on real case scenarios, best practices, and challenges in assessing children.

Another area addressed by the project involves drafting a map of the various benefits available for children with disabilities and equipping multidisciplinary commissions with such information to be shared during the assessment process.

The regional forums established during 2023 as part of the project “Local professionals understand the sensitivity of disability in social protection,” supported by UNICEF, have proven to be a good practice for bringing together different regional actors. At the same time, the need to further strengthen the connections and cooperation between multidisciplinary commissions, local-level service providers, and the local referral mechanism has been observed.

For this purpose, the forum platform will be developed further to enhance dialogue between local, regional, and central levels in the implementation process of the biopsychosocial assessment, as well as to strengthen ties with the local referral mechanism, service providers, and professionals.
