“Inclusive Assessment, Connected Services”

The project “Inclusive Assessment, Connected Services” is implemented by the Center for Territorial Socio-Economic Administration (ASET) with the support of UNICEF Albania, during the period 1 July 2026 – 28 February 2027. The project aims to strengthen the disability assessment system for children in Albania and improve the linkages between assessment, referral, service provision, case follow-up, and monitoring.

The intervention builds on the results and experience of the previous UNICEF-supported project, focusing on the practical application and improvement of existing tools and products. Within the framework of the project, child disability assessment formats will be reviewed, regional service maps will be updated, and mechanisms linking assessment outcomes with referrals to social, health, education, and rehabilitation services will be strengthened.

An important component of the project is the identification and documentation of assistive technology needs of children with disabilities. Assessments will be conducted with 30 children in three selected centres in Durrës, Vlorë, and Prush, with the aim of identifying specific needs, barriers to access, and existing gaps in the provision of support. The results will be consolidated into an analytical report presenting key findings and recommendations for future interventions.

In addition, the project will strengthen the practical capacities of Disability Assessment Commissions through field-based mentoring, workshops, networking, exchange of experiences, and case studies based on real-life situations. These activities aim to improve decision-making processes and promote more consistent and effective application of existing assessment, referral, and follow-up methodologies.

Throughout the implementation of the project, particular attention will be given to gender equality, inclusion, participation, protection, and accountability. Through close cooperation with institutions, professionals, and service providers, the project seeks to contribute to the development of a more coordinated, effective, and sustainable system that better responds to the individual needs of children with disabilities and their families.
