Implementation Period: September 2018 – April 2019
With the support of UNDP and in partnership with Municipality of Tirana, from the early years of its activity, ASET Center has focused on services for the elderly and has been the initiator of creating the first Home Care Assistance model in the country. The home care service model was standardized through manuals and work protocols, a service delivery standard with professional figures, and was costed to fully implement this innovative social service model.
The project achieved its goal and provided Municipality of Tirana with an innovative model of social services for elderly people in need. The municipality received the Home Care Assistance model for the elderly, along with manuals and service delivery standards, referring to the best practices from the region regarding social care and support, respecting the dignity and rights of the elderly, and promoting their independence and social integrity in old age.
The project had its greatest impact in strengthening the capacity of the staff through training provided to the Directorate of Social Services of the Municipality of Tirana and social workers for the new home care service. The staff of social services at the local government level gained essential basic knowledge about family care services, as they play a key role in this process.
The project created a network of volunteering with professional figures, including social science students, for the delivery of home care assistance. Volunteers were trained on service delivery protocols and the functions of professionals who would provide this new service. Together with the groups of social science students, they directly benefited from the project and will have the opportunity to coordinate with institutions in the future, enhancing their networking capacities.
